PUBLIC ADVISORY COUNCIL OF TERRITORIAL DEPARTMENT OF THE FEDERAL ANTIMONOPOLY SERVICE AS INSTITUTION-MEDIATOR

Abstract. The article studies the existing in political science theoretical approaches for the determination of the functional significance of the Public Advisory Council at the Territorial Department of the Federal Antimonopoly Service (FAS) for the interests of the government and business. The authors consider arguments "for" and "against" the Public Advisory Council as an institution of mediation, the collection of information and the promotion of the interests of business groups. Basing on the study of normative base and the minutes of the meetings of the Public Advisory Council attention is paid to the mechanisms of the neutralization of the interests of concerned groups in the process of the discussion and preparation of management decisions.
