ORGANIZATION OF TRAINING OF PERSONNEL FOR PUBLIC SERVICE IN REGIONS OF RUSSIA IN 1988-1993 (BY THE MATERIALS OF KEMEROVO, NOVOSIBIRSK AND TOMSK REGIONS)

Abstract. In the article the problem of the organization of the training, retraining and improvement of the professional skills of administrative personnel in 1988-1993 in Kemerovo, Novosibirsk and Tomsk regions is under study. The main factors, which influenced the formation of a new system of the training of public servants for the regional bodies of executive power, are identified. It is noted that in the period under consideration the state activity on the training of public servants was not systemic.
