Abstract. Manageability is interpreted by the author as the state ability to respond to the challenges of globalization, modernization, and also to the rise of social demands and expectations, which nowadays often go beyond the limits of traditional institutions. The author associates manageability improvement with the development of communication, dialogue and cooperation in society, accentuating the problem of the formation of the system of common values or development key-points by citizens together with public authorities. It means that responsibility for the manageability, efficiency and quality of public administration is entrusted not only to the state, but also to civil society. Therefore the author specifies the term "civil competence", suggests considering the conception "civil abilities" as the activity characteristics of citizens in public interaction.
