Abstract. The author discusses the problem of the administrative-management personnel reorganization in the People's Commissariat of Education in the 1920s carried out in terms of financial and economic crisis and its remission, and considers the features of education administration departments restructuring at all levels, the mechanism of its implementation, the results of the work.
