Abstract. The article considers the problem of migration and conflicts associated with it. The author points out that due to natural population loss, immigration remains the main source of population replenishment in Europe and in Russia. It is shown that inflow of labour immigrants who do not want to adapt to the norms of the recipient society resulted in the growth of xenophobia and formation of the Islamophobic mood. The paper emphasizes the leading role of the state in conflict-solving process, because only well thought-out migration policy opens the road to a dialogue between conflict parties.
