Work on Introducing Food Tax in Petrograd Province in 1921

Abstract. The paper aims to reveal changes in the structure and activity of Petrograd Food Committee in the period of transition from the surplus-appropriation system to New Economic Policy. The article examines causes of these changes, considers the problems Petrograd Food Committee came across in the early years of New Economic Policy. Scientific originality of the study is conditioned by the fact that the author analyses work on introducing a special type of tax - food tax - at the regional level. The conducted research allows identifying the factors that determined specificity of Petrograd Food Committee’s activity in the early years of New Economic Policy.
