Abstract. The purpose of the article is to substantiate the deployment of methodology into conception by the example of the human resource management conception. The methodological foundations are determined by sufficient initial conditions for the development of the system of ideas and principles for managing people in an organization. The novelty of the study is presented by the identified requirements for the methodological foundations of the human resource management conception, which include instrumentality, certainty, validity and ability to be constructed. These requirements are not absolute and are subject to review basing on the empirical method of argumentation.
