OFFICIALS OF SPECIAL MISSION UNDER THE WEST SIBERIAN GOVERNORS: ROLE AND FUNCTIONS IN PROVINCIAL ADMINISTRATION IN 1895-1917

Abstract. Relying on archival materials and legislative acts the author for the first time analyses the functional duties of the officials of special mission under Tomsk and Tobolsk governor. Since the scope of their duties was established exclusively by the governor and presupposed the office work on the issues, which were not properly regulated by the law, the officials’ functional duties varied considerably - from minor missions (such as, for example, gathering money for a charitable evening) to investigation of official crimes. The wide range of duties necessarily presupposed profound education and outstanding personal qualities, that’s why the author focuses on the sociocultural characteristics of civil servants at the end of the XIX - the beginning of the XX century.
