THE KEY ASPECTS OF THE MAIN ETHNIC PROBLEMS OF THE TWO-ENTITY REPUBLICS OF THE NORTH CAUCASUS (KABARDINO-BALKARIA AND KARACHAY-CHERKESSIA) AT THE POST-SOVIET DEVELOPMENT STAGE

Abstract. The article considers the main ethnic problems of Kabardino-Balkaria and Karachay-Cherkessia in the post-Soviet period. The issues of maintaining the ethnic balance of the peoples from these republics in the system of government authorities and administration, difficulties of implementing the full rehabilitation of the repressed peoples and the peculiarities of the federal-municipal reform undertaking are analysed. The examples that illustrate the influence of these problems on the political development of the sub-regions are given. It is concluded that it is impossible to solve them effectively in the coming years due to the potential risks of complicating the political situation and aggravation of inter-ethnic relations.
