Process and Resource Based Model to Control Quality of Foreign Specialists’ Professional Training at Higher Military Aviation Schools of the Russian Federation

Abstract. The research objective includes identifying structural-meaningful parameters of a model to control quality of foreign military specialists’ professional training. Relying on an informational analysis of normative legal requirements for quality assurance in education, the author introduces his own original approach to developing a quality control model. Scientific originality of the study includes developing a process and resource based model to control quality of foreign specialists’ professional training at higher military aviation schools. The research findings are as follows: the author reveals interrelation of two target functions of educational activity subjects - administrative and pedagogical - at three hierarchical levels (mega-, macro-, micro-level).
