Abstract. The article analyzes the problems of education development in the Crimea in the XIX - at the beginning of the XX century. Their study is topical in modern conditions in connection with the ongoing processes of the educational system modernization. For their harmonization, the experience of the scientific community of that period, of the highest state power of tsarist Russia, local governments (zemstvos) and the governments that operated in different regions in the first post-revolutionary years should be taken into account. For a long time, the experience of pre-revolutionary state bodies and local authorities has been unjustifiably ignored, and the practice of so-called "white" and "national" governments, which existed within the territory of the former Russian Empire, has remained out of scientific coverage. It is necessary to fill this lacuna, and the publication is aimed at it.
