Abstract. The article analyzes the Russian state’s policy to enhance ideological and cultural influence on non-Russian nationalities by establishing Orthodox missionary schools taking into account national traditions, customs and lifestyle. The author examines experience of teaching staff training for non-Russian elementary schools at special educational institutions similar to teacher training schools, which were established in accordance with the "Rules on Measures to Educate non-Russians" that were issued on the 26th of March 1870.
