Abstract. The article deals with the role of social-organizing and self-government principles in mentality of the Russian people as a manifestation of contradictory unity of its authoritarian and democratic aspirations. The historical background, which determined the formation of the paternalistic model of authoritative-subordinate relations, is shown. Permanent threats to national security, natural and climatic, economic and socio-political factors have led to absolutization of the role of the state and imbalance of organizing and self-government principles in the standard-value matrix of the people.
