THE CREATION OF ZEMSTVO AGRONOMIC ORGANIZATION AT THE END OF THE XIX - THE BEGINNING OF THE XX CENTURY IN THE VORONEZH PROVINCE

Abstract. The article considers the formation of the zemstvo agronomic organization in the Voronezh province. The author singles out the typology, examines the difficulties of creation, the attitude of various local governments in establishing the position of an agronomist, and analyzes the quantitative changes, the powers of the agronomic staff. It is noted that the activation of zemstvo councils in the transformation of archaic agriculture takes place during the Stolypin reform. In the author’s opinion, in the Voronezh province the zemstvo self-government established an effective system of institutions of zemstvo grass-roots agronomy, which had a tendency to self-improvement.
