HISTORICAL AND LEGAL ANALYSIS OF THE ORIGIN OF LABOR NORM-SETTING

Abstract. The article analyzes the legal regulation of labor norm-setting, its formation and development in Russia and some European countries in the XVII-XIX centuries. The factors that served as regulators of the norms of the working day duration in different industries are examined. The author considers the historical and legal sources that set the norms for labor. Conclusions are drawn about the decentralized character of labor norm-setting, the time of its origin and the features of its establishment.
