HYDRO POWER PROGRAM IN THE IRKUTSK REGION: HISTORICAL AND ECOLOGICAL ASPECT

Abstract. The article examines the problems associated with the development and implementation of the hydro power program in the Irkutsk region which became the basis of its industrial development in the second half of the XX century. The analysis of archival documents and published sources allowed the author to trace the dynamics of program formation and implementation, to identify the causes of aggravation of contradictions in the system "human being - society - nature". The paper justifies the necessity to consider a social and ecological prognosis when working out the development strategy of the region with a view to minimize risks for the society and natural environment.
