PROBLEMS OF INTEGRATION OF THE MOUNTAIN PEOPLE OF CENTRAL AND NORTH-EASTERN CAUCASUS IN THE STATE AND LEGAL FRAMEWORK OF THE RUSSIAN EMPIRE IN THE XVIII CENTURY

Abstract. The article analyses the attempts, undertaken during the reign of Emperor Paul I (1796-1801) and not covered in most of the modern editions on Caucasus studies, to bring the elements of the Russian civil administration in the environment of the peoples of Central and North-Eastern Caucasus in the broad context of the problems of their integration in the state and legal framework of the Russian Empire. The paper examines the appropriate actions of the Russian side to attract the staff of the College of Foreign Affairs as bailiffs to the mountain peoples and to the legal proceedings in the Upper Frontier Court of Mozdok in cooperation with "the trials" of the mountain people. The actions taken under Paul I to introduce the elements of the Russian civil administration among the mountain dwellers did not become a reliable tool for stabilizing the local situation, but they testified to the constant search for models and methods of interaction with the mountain peoples by the Russian authorities.
