Abstract. The article analyzes foreign policy issues during the ratification of the U.S. Constitution in New Jersey. The ratification process in the state had an indirect effect on the genesis of the foreign policy of the North American State. Being separated, the New Jersey elites came to a consensus: the introduction of the federal system was considered by them as a means, firstly, to open foreign markets in order to supply them with the American agricultural products; secondly, to protect the interests of the state in a bureaucratic mechanism.
