Abstract. The article covers the problem of social norms regulation in the modern society, in which new social risks occur along with the usual ones. The problem of the adoption of another community values and the methods of their normative regulation by the public consciousness ??requires new approaches in the search for the most optimal regulators of social norms in order to avoid further disharmonization of civilizational relations and the emergence of new social risks. The author tries to find the ways of social norms harmonization in the era of a global clash between different cultures, where the world view of each causes conflict in the public consciousness of the other.
