REPRESENTATIVENESS OF THE SOVIET MODEL OF LOCAL GOVERNMENT

Abstract. It is shown that the implementation of the model of communism domination in the conception of local government involves the governmentalization of all the spheres of social life, the consolidation of the strengths of all social institutions in order to achieve an abstract scheme of social development. It is stated that the practical implementation of the abstract scheme involves the governmentalization of all social institutions including local authorities. It is proved that the absolute freedom of action belonged to the institutions of state power, which under the control of the All-Union Communist Party of Bolsheviks tried to fill in transcendental reality.
