Abstract. Basing on archival documents and the materials of the periodical press of Krasnoyarsk region the article reveals the problems caused by transition from the card system to free trade after the end of World War II, and analyzes the preparatory work of the party and government bodies for the implementation of the decree of December 1947 of the ruling party and the government. The material under study allows the authors to conclude that after transition to "large-scale Soviet trade", various forms of the restriction of the consumer’s demand persisted, and a lot of essential commodities remained deficient for most people for a long period due to a number of social-economic reasons.
