Abstract. The purpose of the article is the analysis of the normative-legal foundations of the foreign cultural policy of Russia from 1991 until the present time in their evolution. Main attention is paid to the substantial component of the documents of the foreign cultural policy of the Russian Federation, where its basic directions and forms are worked out. The authors consider the principal problems of the normative-legal support of the foreign cultural policy of Russia.
