Abstract. The article analyzes the process of advancement of legislative initiatives in the field of protection of composers’ rights to public performance of their works at the beginning of the XX century and participation of public organizations in it by the example of the Community of Music Teachers and Other Music Figures. The author examines a project of the statute on introduction of fees for public performance of musical works developed by the organization (legal nature, mechanisms of taking into account facts of performance and money distribution, etc.), reconstructs process of its discussion by concerned groups.
