Abstract. In the article the comparative-historical characteristic of the activity of Voronezh Association of Public Universities and Public University in Vienna is presented. The author reveals ideological fundamentals for the creation of such organizations in Austria-Hungary and Russia, describes the main directions of their activity, and characterizes the historical conditions, in which both public universities existed. The system of public education is an All-European phenomenon, and Russia used and adapted, but not copied, European achievements in the organization of the system of public education.
