THE MAIN PHASES OF INTERNATIONAL COOPERATION IN THE SPHERE OF PROMOTION AND PROTECTION OF THE DISABLED

Abstract. In the article the process of the consolidation of public relations in the sphere of interstate cooperation on the issues of the promotion and protection of the rights of persons with disabilities is analyzed. In the work the appropriate regulatory framework developed at the international level is summarized, the author’s periodization of the international cooperation on this issue is presented. While covering each of the five singled out phases the features of every phase are revealed, the author pays attention to the international acts that have played the most significant role in solving the problems of the disabled.
