Abstract. Nearly 25 years have passed from the moment of the USSR break-up but the states of the former union still address many similar social problems conditioned by identical approaches to the regulation of social relations and inclusion into social system of certain most vulnerable groups of citizens. The article examines the key problems facing the mentioned states (Russia, Armenia, Georgia, Azerbaijan and Moldavia) in the process of the realization of inclusive practices, such as employment and support of the disabled people, sending into families or organizing boarding-school for orphan children, material and medicamental support of the persons suffering from socially dangerous diseases.
