LEGAL, ECONOMIC AND SOCIAL PROBLEMS OF REFORMATION OF HEALTH CARE SYSTEM IN THE RUSSIAN FEDERATION

Abstract. The article examines legal, economic and social problems associated with the reformation of health care system in modern Russia. The authors identify the advantages and disadvantages of transition to insurance medicine, evaluate the state of obligatory medical insurance and its efficiency, analyze the process of transition to autonomous medical establishments. Special attention is paid to studying social problems (poverty of the population, struggle against socially important diseases, alcoholization of the population, propagation of drug addiction) influencing cardinally the formation of health care system. The mentioned economic and social problems are considered in the context of legal dimension, which allows identifying the topical problems of legislation in the sphere of health care.
