ELBERFELD SYSTEM AS A MODEL OF REALIZATION OF SOCIAL POLICY AT COMMUNAL LEVEL IN THE SECOND HALF OF THE XIX CENTURY

Abstract. The article aims to analyze the specifics of the organization and management of Elberfeld system to support the poor, which originated in Germany and became a model of the realization of social policy at the local level in the early industrial epoch. The paper is based on periodical materials, the works of Russian lawyers and the figures of social care of the pre-revolutionary period. The author shows that the success of the system was secured by the following factors: strict observation of its basic principles, comprehensive character of assistance, mobilization of all the motivated subjects of assistance, democratization from below.
