POLITICAL MODERNIZATION AND OPTIMAL MODEL OF SOCIAL STATE IN RUSSIA

Abstract. The article analyses the problems of the concept of social state in Russia in the context of political modernization. According to the author the prospects of the formation of social state in Russia are connected with the change of social structure depending on the level of the participation of the agents of modernization in the reforms. The author substantiates the statement that three types of the agents’ interaction - creation, distribution and the consumption of the values of modernization - define the optimal model of social state by means of the synthesis of its three main functions (social support, social maintenance and social service).
