PUBLICITY AND SOCIAL CONTROL OVER AUTHORITIES’ ACTIVITY AT MUNICIPAL LEVEL

Abstract. The article analyses the norms of a new Federal Law "On the Basics of Social Control in the Russian Federation". At the same time the goal is set to research it with reference to the municipal level of authorities. The organization of local government exercised on the basis of publicity principle must provide the broad participation of citizens and other institutions of civil society in it. Social control is one of the forms of such participation. The analysis of the Law has shown the insufficient regulation of the subjects of social control, other legislative gaps, which restrict the possibilities of carrying out social control by many representatives of local community. As a result of the research the author suggests some legislative changes promoting the solution of the revealed problems.
