"PERESTROIKA" OF 1985-1991: POLITICAL-VALUE AND SOCIO-CULTURAL ASPECTS

Abstract. The article correlates the structural political and socio-economic reforms of the "perestroika" period of 1985-1991 and the changes of the socio-cultural and political- value characteristics of the society. The author focuses attention on the fact that the necessity of the implementation of "perestroika" policy was caused by socio-cultural tendencies, which had developed during several decades of the USSR history that means a limited continuity of the political development of Russia from the standpoint of political-value and political-cultural foundations.
