PRIMARY EDUCATION IN VYATKA PROVINCE AT THE BEGINNING OF THE XX CENTURY

Abstract. In the article on the basis of archival primary sources the preparation of transition to universal primary education in Vyatka province in the 1900s is shown. Plans to expand the system of primary schools, the organizational work of provincial zemstvo on ensuring the universality of primary education are analyzed. By the example of Oryol district the problems of "subsidiary school organizations" structure for the full coverage of peasants’ children by school education are revealed.
