Abstract. The article deals with the problem of interaction between civil society and the state under the influence of democratic processes and the formation of legal social state in Russia. The research objective is to analyze the development of the Russian society that naturally approached a border, beyond which transition to a new stage of civilization is impossible without the solution of social sector problems by public methods.
