CONCLUSION OF MILITARY FOREIGN LOAN AS WAY OUT OF FINANCIAL SYSTEM CRISIS IN RUSSIA AT THE BEGINNING OF THE XX CENTURY

Abstract. The article focuses on problems of financial character in Russia at the beginning of the XX century in the conditions of the Russian-Japanese war. The crisis of 1900-1903, the suppression of uprisings, the maintenance of large functionary machinery caused damage to the economic development of the country; additional costs were required for the war. There were no financial resources within the state, it was necessary to seek help from the western countries, either European - Germany, France, England or the United States. The author pays particular attention to the joint actions of the Ministry of Finance and the Ministry of Foreign Affairs to find foreign financial markets in order to obtain military loans.
