Abstract. The article reveals the main principles of the reorganization of counter-intelligence agencies system in the Far East in the period of the Provisional Government. Particular attention is paid to the study of personnel changes in the established agencies and their recruitment as a new structure. The issues of the separation of department heads’ authorities according to the order of counter-intelligence units subordination and the mechanism of opening passport gates at station Manchuria are covered. In addition, the author considers the issue of the separation of counter-intelligence department in Khabarovsk.
