Abstract. The article touches on the problems of exercising state control over the implementation of concession contracts made between the soviet government and the Japanese fishery managers. The paper also dwells on the issues of the entry, movement, departure of persons arriving at the Japanese concession fishing areas, the import and export of cargos and yields. The author analyzes difficulties that arose with the border control bodies during the realization of their authorities.
