GOVERNMENTAL AND NON-GOVERNMENTAL ORGANIZATIONS AS SUBJECTS IN THE SPHERE OF RENDERING HUMANITARIAN ASSISTANCE

Abstract. In the article the author reports about the provision of humanitarian assistance by governmental and non-governmental organizations. Also the paper analyzes the activity of organizations and institutions for providing humanitarian assistance. The problem of the necessity of creating and adopting a programme document with highlighting the priority directions and mechanisms of the realization of state policy in the sphere of assistance to developing countries and rendering humanitarian aid in it is touched upon.
