Abstract. The article analyzes several hypotheses of the appearance of the community of Baltic peoples in Tobolsk province, which started up on the basis of the village Ryzhkovo of Tyukalinsk uyezd, gradually spread within the entire region and gave rise to a number of ethnic settlements. The authors’ attention is focused on two processes: resettlement policy and the development of the institute of exile; the gradual drawing together of various categories of migrants in the course of the obligatory participation of peasants-migrants in the programme of the correction of their compatriots-offenders is considered.
