Abstract. The article examines the peculiarities of the substantive regulation of the service and combat activity of the servicemen of the troops of the People’s Commissariat of Internal Affairs of the USSR during the Great Patriotic War on the basis of the data of historical archives, which have not been introduced into scientific use. The authors suggest the classification of the substantive stimuli of the service and combat activity of the servicemen of the troops of the People’s Commissariat of Internal Affairs of the USSR with the use of examples from archival sources. On the basis of applying the methods of comparative analysis and also the historical and legal method the authors of the paper come to the conclusions about the wide spread of the measures of substantive stimulation in relation to the servicemen of the troops of the People’s Commissariat of Internal Affairs during the war, and also their sufficient efficacy. At the same time it is noted that substantive stimuli in the historical period under consideration had a secondary character in comparison with the measures of the moral and legal stimulation of the servicemen.
