Abstract. The article analyzes the potential and problems of the lawmaking and government programs of the Russian Federation in the field of industrial policy. The author concludes that in the current state industrial policy it is necessary to single out the priority sectors, to target it at efficiency, to introduce the measures of innovations encouragement, to set the limits of the implementers’ responsibility, to democratize the relationships between industrial structures and government bodies.
