Abstract. The article examines the formation and activity of the Soviet militia of Voronezh province in the years of the Civil War (1917-1922). The characteristics and provision of the staff, the nature of the interaction with the bodies of power are under analysis. The author evaluates the degree of the confidence of the population in the militia, identifies the subjective and objective factors, which influenced negatively on its activity. The paper discovers the dependence of the Soviet militia on the sources of financial and material provision.
