Abstract. The article examines the factors of the functioning of contemporary regional political-authoritative elites connected with the social-political tendencies of the recent history of the North Caucasus and determined by previous historical development and post-Soviet realities. The author analyzes the conditions of forming political-authoritative elites, which appeared with the formation of the North Caucasian Federal District and restructuring the system of federal districts in the North Caucasus, the formation of a new system of executive authorities to increase the efficiency of management in the region.
