Abstract. The article examines the process of creation and peculiarities of the functioning of power structures (state security bodies, internal affairs bodies, public prosecutor’s office) in the Karachai National Autonomy in the 1920-1930s. The paper covers the organizational and personnel problems associated with the force agencies activity and focuses on the ideological component, which formed militarized thinking and the conception on the prestigiousness of this sphere of civil service in the mentioned period.
