PERSONNEL POLICY OF P. A. STOLYPIN’S GOVERNMENT IN THE SPHERE OF LOCAL MANAGEMENT

Abstract. The article examines the attempt of P. A. Stolypin’s government to adapt personnel policy to new conditions of Russian life generated by the modernization process of the beginning of the XX century. The author emphasizes the tendency of the high rank officials to legitimate the principles of erudition and professional competence as the basic criteria for the appointment to the posts in local administrative apparatus. The implementation of these principles was complicated by the lack among provincial bureaucracy of sufficient potential for their realization.
