POLICY OF REQUISITIONS IN ACTIVITY OF THE RUSSIAN PROVISIONAL GOVERNMENT IN 1917

Abstract. In the article the policy of the requisitions of the Russian Provisional Government in 1917 during the so-called "decongesting of Petrograd" and the organization of moving the capital of the state from Petrograd to Moscow is analyzed. Studying the conducted actions the author reveals the mechanism of requisitionary policy on the part of the Provisional Government, ascertains interconnection with the search of the way out of the crisis, considers the legislative base of requisitions, the contradictions and reasons of the non-implementation of this policy in 1917.
