REPORT CAMPAIGNS OF TYUMEN TOWN COUNCIL DEPUTIES: INTERACTION OF AUTHORITY AND POPULATION (1925-1929)

Abstract. In the article by the material of Tyumen the little-studied theme - report campaigns of the town Council deputies in the last years of new economic policy - is analyzed. The expansion of the command methods of administration at the beginning of the 1920s was objectively accompanied by the alienation of working people from the state power, and the practice of deputies’ reports lessened. The policy of "reanimation of Soviets", which was announced in the middle of the 1920s, had to increase the efficiency of government bodies activity including by means of meetings revival of deputies with the body of electors. As a result, contacts between the authority and society were broadened, dialogue between them was arisen, where social "lower strata" as a rule played the role of "suppliants".
