Abstract. In the article on the basis of original sources (including unpublished ones) and literature the peculiarities of the social development of Arzamas as a small town of Russia are considered. Main attention is paid to the issues of urban housing construction. The consideration and analysis of the problem of housing provision for townspeople are an important aspect of this article. The study of the influence of the paces of the construction of urban housing on the social and living condition of the inhabitants of Arzamas makes a contribution to the coverage of the history of the Russian province.
