Abstract. In the article the review of the regional historiography of the problem of municipal government formation in Russia in the last quarter of the XVIII - the middle of the XIX century is presented. Analyzing the works of historians the author proves that in the stated period the people of many Russian towns managed to gain a truly unique for the empire experience of self-government. In the work the examples of published works, which contain interesting information about the activity of elective bodies but at the same time give little for the study of the mechanisms of potestary institutions transformation and the qualitative assessment of the social and political development of the Russian Empire, are given.
