MILITARY GOVERNOR’S SUPERVISORY FUNCTIONS IN SYSTEM OF ADMINISTRATION OF ORENBURG PROVINCE IN THE FIRST HALF OF THE XIX CENTURY

Abstract. The article deals with military governors’ supervisory functions in the system of the local administration of Orenburg Province in the first half of the XIX century. Having analyzed the legislation, archival materials, existing literature, the author comes to the conclusion that the emperor’s policy was aimed at the extension of the military governor’s supervisory functions. This compensated for the shortcomings of the legislative base, certain failures in the ministerial mechanism of the state administration of the Russian Empire, and the amorphism of province administration.
