Abstract. The article characterizes the basic principles of the state policy of the Russian Empire and the USSR on the settlement and development of the Far East, identifies the general methods of its implementation in different historical periods. The authors analyze the modern state of the Far East region of Russia, present information about the reduction of its demographic potential. On the basis of historical experience the authors testify for the necessity of using family for the realization of goals on preserving the Far East for Russia. The legislation should become an important tool in the implementation of the state policy on the development of the region.
